So it seems that the panel we thought was damaged is actually working perfectly well.
our solar guy says that it might be a wiring issue since we were using solid wire with crimp terminals instead of stranded wire. It seems the power will arch and lower the amperage quite a bit. We also have to move them to another location with better sun coverage.
